School Choice Bill That Benefits Special Needs Children Clears Big Hurdle, Passes House In a major step forward, the Education Savings Account bill that would benefit thousands of children with special needs overcame its biggest obstacle and passed the full House today. This comes after the bill passed the Senate yesterday. “This has been an absolutely incredible last 16 hours. Even though the voucher bill we supported was postponed until next year, the passage of this bill for children with special needs is a big victory for school choice in Tennessee.” This bill gives children with special needs across the state the tailored academic experience they deserve, one that meets their unique needs,” Owen stated. “Every child deserves a quality education, and we thank the legislators who voted in favor of Education Savings Accounts for realizing that.” The bill will now go back to the Senate for approval of one amendment before going to the Governor.
